About Consumer Directed Services (CDS)

Consumer Directed Services (CDS) is a Missouri Medicaid program that empowers aging and individuals with physical disabilities to receive essential care at home while maintaining independence. Through CDS, eligible participants can choose a caregiver, often a friend or family member, who assists with daily activities like bathing, dressing, meal preparation, and mobility.

Who Qualifies for CDS?

To qualify, individuals must be Missouri residents enrolled in Medicaid, require help with daily tasks, and be able to self-direct their care or have a designated representative. Eligibility is determined by the Missouri Department of Health and Senior Services (DHSS) through an in-home assessment.

What Tasks Can Caregivers Perform?

Caregivers provide personal care, including bathing, dressing, meal prep, mobility support, and light housekeeping, etc., tailored to help clients remain safe and comfortable at home.

Caregiver Eligibility and Responsibilities​

In Missouri’s Consumer Directed Services (CDS) program, caregivers play a crucial role in supporting clients' independence at home. To qualify as a caregiver, candidates must meet certain state requirements, ensuring that they can provide safe and effective care. At Heritage CDS, we support caregivers every step of the way, from initial training to ongoing resources, ensuring they’re equipped to handle their responsibilities confidently. Eligibility Requirements

  • Must be 18 years or older 
  • Must be physically and mentally capable of providing the necessary care 
  • Must pass a background check to ensure a safe environment for clients 
  • Relationship Restrictions: Friends and family members (except spouses) can serve as caregivers
